One really good way to expose yourself in a public setting that is virtually foolproof is at the beach when changing in/out of your swimwear. Remember a key point; making your exposure look accidental and pretending to be really embarassed about it all, removes the 'intent' that many people find offensive. Even if someone doesn't want to see you naked or gets upset, they can hardly blame you for a situation beyond your control that you didn't mean to happen; and they forgive and forget.
To this end changing right on the beach in broad daylight offers an excellent opportunity for a brief, but fully glorious exposure to a nice audience.
While standing on the beach, wrap your towel around your waist to cover yourself while you change into or out of your swimsuit. By standing up while most everyone else is sitting or laying down you immediately draw some attention to yourself. You can also talk to your intended audience bringing more attention if you wish.
With the towel wrapped around your waist, halfway through the changing, when you're fully buck naked, is when the towel accidentally drops and falls off, exposing you. As the towel drops, you're naked and exposed to everyone on the beach; and add to the fact that people often pay attention to someone changing clothes like this, just hoping for this type of thing to happen.
Another great way to do this and a perfect way to prolong the naked exposure is to have a 'buddy' grab the towel right in the middle of you changing, when you're naked and either throw it a good distance away or run away with it, leaving you standing naked and with no towel to cover up. Then you can either chase your friend or run to retrieve the towel before covering back up which extends your naked exposure.
As long as you act embarassed and make it look accidental you can get away with this almost anywhere on the beach or at a pool; just be aware of your audience. A section of the gay beach is more likely to be receptive to your towel falling off, rather than the family areas.
